Main Street Grocers Lead the Charge to Preserve SNAP, Laud Pro-Business Provisions in Recently Passed Reconciliation Bill

July 3, 2025

Washington D.C. – The National Grocers Association (NGA), the nation’s leading trade association representing independent grocers and wholesale distributors, is proud to have led the successful effort to curb harmful changes to the Supplemental Nutrition Assistance Program (SNAP) while securing critical pro-growth, pro-Main Street tax provisions that will directly benefit family-owned and independent businesses.

NGA appreciates Congress and President Trump for taking significant action to protect America’s Main Street entrepreneurs who would have faced a significant tax increase without action. Coupled with previous action taken by the Trump Administration to relieve financially burdensome regulations, the bill’s tax reforms will be crucial to the success of independent grocers nationwide and to preserving American jobs.

Key provisions like permanently increasing the death tax exemption, extending 100-percent bonus depreciation, and making the 199A pass-through deduction permanent will provide meaningful relief to family-owned businesses. For independent grocers, who prioritize reinvesting in their operations, employees, and communities, these are welcome changes. Their inclusion in this bill reflects a growing recognition in Washington that Main Street businesses aren’t just part of the conversation; they’re leading it.

NGA’s members and leadership led efforts to defeat the most damaging SNAP proposals and reshaped the cost-sharing mandates that would have placed an unsustainable financial burden on states. This outcome helps maintain food access for millions of low-income Americans while providing more certainty to Main Street economies, which count on SNAP to support over 388,000 American jobs.

As the strong public-private partnership between independent grocers and the federal government continues, and the new law is implemented in the years ahead, NGA stands ready to work with officials at the USDA and the Treasury Department to help independent grocers navigate the resulting changes.

With our sustained advocacy efforts and engaged members, NGA looks forward to continuing to shape the future of economic growth, food access, and opportunities that enable independent grocers to remain at the heart of their communities.
