The SNAP EBT Modernization Technical Assistance Center (SEMTAC) is a cooperative grant project between USDA’s Food and Nutrition Service, which administers SNAP, and the National Grocers Association Foundation (NGAF).

How We Help

SEMTAC helps grocers modernize the way their businesses accept electronic benefits, so they can best serve their communities. We offer free one-on-one support, webinars, document templates, and other tools needed to support applications for SNAP Online and additional SNAP EBT Modernization Programs, such as EBT Chip Cards and the SNAP Mobile Payments Pilot. 

We provide technical assistance to brick-and-mortar retailers, online-only retailers (at minimal capacity, as FNS is still working on the regulations for this store type), food hubs, and eCommerce providers. 

A key part of our work is with independently owned grocery stores, single-store operators, and medium-sized retailers that may have small square footage footprints, minimal aisles or cash registers, and/or limited retail technology.
